Director, Export Controls and Facility Security
Frank Barker is JHU’s Director for Export Control and Facility Security. Together with the University’s Export Control Officer, Frank works with academic and administrative personnel to ensure that the University’s educational, research and technical-service activities comply with multiple laws and regulations, including the Export Administration Regulations and sanctions regulations implemented by the U.S. Department of the Treasury’s Office of Foreign Assets Control. Frank previously served JHU as its Export Control Officer and as a Senior Grants & Contracts Associate. He received a J.D. from the University of Maryland School of Law, where he specialized in international and intellectual property law (and during which time he enjoyed working at JHU as a technology transfer intern). In his free time, Frank enjoys tennis, swimming, travel, and streaming recommended TV series and films.
