Academic Program Proposal Work Flow

Within Johns Hopkins University, new and substantive academic program change notifications and proposals typically flow from

1.  Faculty, then to the

2.  Department, then to the

3.  Dean’s Office, then to the

4.  School’s Academic Council, then to the

5.  Provost, then to the

6.  Council of Deans, for each of the following

  • New full-time and part-time degree programs
  • New areas of concentration and majors
  • Substantive changes to existing degrees
  • Substantive changes to existing concentrations and majors
  • New certificate programs
  • Certificate programs within existing degree

Then, outside of Johns Hopkins University, substantive academic program change notifications and proposals flow to the

7. Maryland Independent College and University Association – for

  • New full-time and part-time degree program
  • New certificate programs
  • New areas of concentration and majors
  • Certificate programs within existing degree
  • then to the

8.  Maryland Higher Education Commission – for

  • New full-time and part-time degree programs
  • New areas of concentration and majors
  • Substantive changes to existing degrees
  • Substantive changes to existing concentrations and majors
  • New certificate programs
  • Certificate programs within existing degrees
  • New distance education programs
  • Instruction at additional locations and/or closed sites
  • Title changes for degrees, certificates, majors, etc.
  • and, perhaps, then to

9.  Middle States Commission on Higher Education – for

  • Significant institutional mission change
  • Distance education
  • Higher degree or credential level
  • Contractual agreements
  • Non-credit offerings that affect mission
  • New sites/locations, branch campuses, additional locations
  • Rapid growth
  • Mergers, changes in legal status, form, control, ownership

10. Washington D.C. Education Licensing Commission – for

  • New full-time and part-time degree programs
  • New certificate programs

11. State Council on Education Higher Education in Virginia – for

  • Re-certification to operate in Virginia
  • and/or to the

12. U.S. Department of Education, Office of Student Financial Aid – for

  • Certification of delivery of all new and existing degrees, concentration, majors, certificates, and distance education programs at main-campus, off-campus, and closed-site locations to qualify to award federal student financial aid.

13. U.S. Department of Homeland Security, Office of International Student and Scholar Services – for

  • Certification of delivery of all new and existing degrees, concentrations, majors, and distance education programs at main-campus, off-campus, and closed-site locations to maintain legal status (visa).

When proposing a new academic program or a substantial modification, please keep in mind the various offices and external agencies that review the proposal in order to build in enough time on the back end.
