Vice Provost and Chief Risk and Compliance Officer

As Vice Provost and Chief Risk and Compliance Officer, Jonathan Links works closely with administrative leaders across the university to ensure risk consciousness, accountability, and prioritization of risk mitigation efforts within a common enterprise risk management framework. To support this effort, in 2011 the university launched an institutional risk management (IRM) program to be led by Dr. Links. The IRM program’s objective is to harmonize the assessment and management of all risks, specifically including compliance; crisis management; health, safety, and environment; and insurance, in addition to broad strategic and operational risks.

Dr. Links chairs the university’s Committee on Crisis Management and Institutional Compliance Oversight Committee (ICOC), which focuses on institutional compliance risks in three core areas: research administration; education; and human subjects, including both research and health care; and in five support functions: human resources; health, safety, and environment; finance/tax; institutional equity; and information technology. Dr. Links also has responsibility for international MOUs with other universities, undergraduate travel abroad to countries with a travel warning, and the JH International Travel Registry. He dually reports to the Provost and Senior Vice President for Academic Affairs and to the Senior Vice President for Finance and Administration.

Jonathan Links is also a Professor of Environmental Health Sciences in the Johns Hopkins Bloomberg School of Public Health, with joint professorial appointments in Health Policy and Management in the School of Public Health, Radiology and Emergency Medicine in the School of Medicine, Public Safety Leadership in the School of Education, Civil Engineering in the Whiting School of Engineering, and Business in the Carey Business School.

Dr. Links directs the Center for Public Health Preparedness, which includes CDC-funded research on disaster mental health and public health systems and CDC-funded curricula development, training, and technical assistance to local, state, and federal jurisdictions.

He is also Deputy Director of the Office of Critical Event Preparedness and Response (CEPAR) which is responsible for all disaster preparedness, response, and recovery for both the Johns Johns Hopkins University and Health System.

Dr. Links is a medical physicist, with a B.A. in Medical Physics from the University of California, Berkeley, and a Ph.D. in Environmental Health Sciences from Johns Hopkins University.

He is a member of the Delta Omega National Public Health Honor Society, and is a past president of the Society of Nuclear Medicine, a 16,000 member professional medical society that deals with the use of radioactivity and radiation in medicine.
